Thanks Steve, If we dismiss the "Art Bars" it looks as if the earliest test card was just wording.

It seems to me this may have been serving as an interval or start-up caption here, rather than primarily being a tuning signal, in the spirit of "programmes follow shortly".

It's certainly difficult to see how they could fit "BBC TELEVISION SERVICE" into the top line with that height of text.

As for the cartoon just before the interval signal, it's called "Mother Goose Melodies" and you can watch it here. Look around 3 min 20 sec in....

The cartoon is used on quite a few occasions in 1938. Looking for something similar to that that precedes it in the YouTube I'm not sure that there are any totally convincing occurrences. Perhaps this one in June? Not obviously a ballet though.
