Frank has run up against the problem of availability of FPGAs. By modern standards these are very modest devices. Xilinx and Altera, the main players in FPGAs are not interested in such low end devices any more. I haven't surveyed the market recently so have no real idea of what's happening at the 2nd and 3rd tiers, if they even exist.
