My guess is that it belonged to the late Brian Cuff. We were disposing of a lot of his bits at Harpenden.
It looks like a very professionally made version of David Looser's design. Though that arrangment with a pair of xtals and 1496 chips is a pretty standard method. Wouldn't surprise me if Brian Cuff had designed the PCB and had it made by one of the online services. Though he would have had access to that kind of service many years before it became cheap or common as Brian used to own a company in the TV broadcast kit manufacturing business.
