My guess is that it belonged to the late Brian Cuff. We were disposing of a lot of his bits at Harpenden.

It looks like a very professionally made version of David Looser's design. Though that arrangment with a pair of xtals and 1496 chips is a pretty standard method. Wouldn't surprise me if Brian Cuff had designed the PCB and had it made by one of the online services. Though he would have had access to that kind of service many years before it became cheap or common as Brian used to own a company in the TV broadcast kit manufacturing business.

Yes it was probably from Brian's estate clearance. I thought I was buying a diecast box with a few sockets in, it was only later that I discovered the modulator in the bottom. On some further looking I wondered if it might be the one sold by Wilfried Meier referred to on the 405 alive modulator section. Anyway I have finished it off added an input socket and fuse and it seems to work very well.

I'd say the presence of BBC PSF1/7 miniature video coax was a dead giveaway it belonged to Mr. Cuff, given his 'real' job.
