You are absolutely correct, the problem is due to flyback timing.
It's a problem that crops up quite regularly on many sets. Occasionally it's a fault in the oscillator but these circuits heavily rely on the LOPT being spot on with no leakage or stray capacitance.
I don't think it's in all honesty a resistor or capacitor fault, I did suggest you check some R's & C's but I think it's a wound component issue and most likely the LOPT. Try the trick of getting the EHT overwind warm for a good few days, I'd be aiming for 50c in temperature and seeing if that improves matters. I doubt it will be the scan coils.
