It has to be 1938-1939 (though up to 1941 is possible).
Not Ever Ready, because they used only combo packs.
Also many used the Sylvania developed Octal, though the sidebase type are basically same and in some cases rebased imports.
From 1940 the UK makers swapped the bases for octal (no other change needed and wires same order)

Is it Alligator leatherette or crackle finish? Shark effect is like sandpaper. A rough grey finish was used for Forces Entertainment models.

(Pye & Ever Ready had some cross supply arrangement up to at least 1938, many Ever Ready with Pye chassis (metal work) and some Ever Ready branded valves in Pye, though Mullard supplied most of Ever Ready, a few mains models maybe Mazda)

The 1.4V battery Edge connect models were quite short lived. Before 1938/1939 UK was 2V battery models. By 1940/1941 most 1.5V and 2V models were Octal.

Not Philco, they all Octal.
