In 30 years we will be all dead Jeffrey either by old age or some catastrophe, so I wouldn't loose sleep over running a 405 line then. The CRTs will be low emission or down to air anyway plus interest is dying along with us.
The Pi actually does have an analogue composite output, it's pretty rubbish quality and as far as I know there is no way to change Modelines to do other standards.
