Current rating estimate from power/ 240, but as Trevor says it's likely been clobbered. Probably it's a SMPSU and the main transistor is gone short. If you're lucky it's the rectifier (might be single or bridge). The NTC is likely to limit inrush to main cap after the rectifier. I bought a bunch of disc SMPSU thermistors to put in series behind light switches feeding halogens. Massive increase in life.
