According to this: https://www.whathifi.com/panasonic/th-37px8b/overview the display is 720p, not 1080p. It has DVB-T (Freeview) capability.
OLED sets should be able to give true black, just like plasma, because they are an emissive technology. A lot of sets described as "LED" just have LED backlighting of LCD displays. Like any LCD these cannot give true black.
