My car was registered in 2009 from parts of a 1991 car, and have a H registration plate. Basically followed the IVA rules of the time.
HID and LED headlights were OK from 2011 going off the revision notes 2 & 3.
28/02/2011 Amend section relating to gas discharge headlamps to include LED systems, note 3 wording amended
31/07/2011 Amend section relating to gas discharge headlamps to include new Note 4 and procedures in RS 8 if vehicle not compliant.
I did buy some daylight driving lights to retro fit although yet to do it, as it is I drive with headlights on (the old halogen).
