Out of curiousity I looked at the history of pulse and bar testing. It's obviously a lot easier to look at a waveform monitor and see an immediate result than perform a frequency sweep. P&B also gives phase (or group delay) information which otherwise would need a vector voltmeter or vector network analyser.
Weaver (BBC Designs Dept) wrote this monograph in 1965: http://downloads.bbc.co.uk/rd/pubs/archi...aph_58.pdf It covers the extension of P&B testing to colour. He cites Macdiarmid and Phllips (1958) which I think is the seminal paper on P&B. I don't have a copy to hand.
The inference, though not proof, is that until the late 1950s, all response testing was done in the frequency domain.
