Without looking it up, the total gain from the vision mixer output to the final stage of the modulator must be of the order of 1000 or 40dB. I think the modulator output voltage is over 1000V p-p.
PS: Just looked it up in the Black Book. Section 7.1. The vision modulator takes 15V of video and amplifies it to 2000V. The final stage uses water cooled valves.
The modern standard for studio video of 1Vp-p had yet to be established.
