I understand that a CRT can be pumped cold. The EMI 6/6 pre-war CRT that was rebuilt in 1986 was done that way for various reasons - see article on my website. The problem is that the residual gas trapped in glass and metal parts will gradually affect the vacuum. If the amount of gas exceed the capacity of the getter the CRT will fail.
I don't know how much you can use long pump times to compensate for not heating the CRT.
