If you pull V3 and the symptoms don’t improve, the problem is reduced to the output or power supply area.
With regards to the power supply, an old trick that we used to do before getting the scope out was to just tack some additional smoothing in parallel for a quick check. However with an EZ81 rectifier, you have to respect the maximum smoothing that you can put on the output.
Since you replaced the mains transformer, it would be a good idea to recheck your work, especially the centre tap that comes off the heater windings as an error here might have you chasing your tail.
