Hi Rob, is the tfmr getting hot? Are there any waxy deposits? Mine was definately kaput though I could find no insulation breakdown or SC's. If yours isn't getting hot leave it.
15w is pushing it a bit for two EL84's, a different Rk would give the valves etc an easier life. Re cathode resistors, more resistance = higher voltage drop, higher voltage means higher Vgk ( the difference between grid and cathode)your putting the valve into lower current at rest/no signal. On the two schematics I have for the WEM Dominator, Rk is either two 270r's or one 220r, you could try a 330r or 470r. The Ck shouldn't need changing.
