Hi.
I've been Beta testing the new release of Mint. Its Tessa 19.1 and I've been running Cinnamon on the Shed's Dell Optiplex 780 computer. For a Beta release it is 100% stable with no issues on my set up.
Mint 19 Tara was known to be slow and initially it was, various updates and patches have helped but I find 19.1 quicker still with a fast boot up from a fully powered off PC. Once the stable release is available just before Christmas there will be upgrade paths for the Beta release and of course 19 Tara.
