Please remember that these old Windows versions are vulnerable architecturally to a number of modern malware vectors for which anti-virus software offers no protection.
We see a lot of malware delivered as "drive by" via just a visit to a website or by an embedded advert on a normally legit site. The second biggest vector is email.
The world is much more complicated and nuanced that it was when windows 98 or 7 were around. These OSs are not only no longer fully security updated, they can never be as their architecture doesn't allow then to be properly protected.
If you're insistent on using old operating systems, keep them away from the internet.
Old Linux distros have their own problems but are probably better in this use case.
