Whilst Japan and other's might have benifited from dosh from the USA, the program was more about the technical hurdles overcome. In some cases Japanese engineer's went to the USA to see how they did it, in most cases they were in the dark. They had to get round US patents in some cases too. It wasn't always a case of Japan following the USA, in lots of ways they found ways to do things better, for instance with cutting IC wafers. The machines have to be accurate to within 1 micron, the Japs tried to get it accurate to sub micron level.
