It's not 33kHz I'm worried about, it's 33MHz+. The 2C34 can probably oscillate at over 100MHz which you won't even see on your 15MHz scope.
My first encounter with parasitics was with early one chip 5V regulators back in the mid 1970s. When you touched the circuit the output voltage would jump. ISTR they were singing at about 100MHz.
