If the receiving and rebroadcast aerials were on opposite sides of the obstruction, I don't see any real problem but, as I understand it, permission to install such setups was only granted after the move to 3 (later 4) channel UHF on the basis that they might be community self-help projects in isolated sheltered areas that are too small to justify a relay transmitter.
