Hi Mike,
For that paper, I recommend the insulation material that is commonly found in switched-mode power supplies - it sits between the PCB and the chassis. It looks like card, but it's really, really tough, and can be drilled, etc. Of course, it's a good insulator, and is flame retardant - exactly what you need. Often, it's the only thing worth saving from a junk power supply.
