According to the data sheet the leads are only 0.6" apart on those resistors. For measureing 3kV you won't have any trouble but if you're getting anywhere near 10kV across each you'll need to take great care with insulation between the terminals. http://www.farnell.com/datasheets/1928669.pdf
Won't take much dirt to make a nonsence of the 1% tolerance either.
Reminds me of some tiny EHT rectifier diodes. The diode itself is rated at 10kV or whatever but the body is so small you get tracking across it unless they're potted.
