If the input standard is 405 it will have to be a CRT. AFAIK there aren't any LCDs that will work at 405.
These days you can do conversion purely in software. Not necessarily in real time. Input is (say) a file of 525/60 video. Output can be anything you like. Except there aren't any capture devices to turn a 405 signal into a file. Though the idea of using a general purpose data acquisition card and software ought to work. Then some custom software to get the data stream into a recognisable TV format. Something like this might do the job: http://sine.ni.com/np/app/main/p/ap/daq/...5295/#toc2 You'd want to sample the 405 signal at 7MHz absolute minimum. Double that to make the job a lot easier and avoid having a sharp cutoff filter ahead of the ADC.
