I dont think you are going to see 500v when a meter is connected,the meter is loading the output, what is the megger reading with the avo connected? If the meter is half scale this will indicate that you have 250V. so at open cicuit you wil have 500v
Try reading using the avo on higher range.
What I have found that withsome meggers,is that the magnet will lose some magnetism over time,and this will reduce voltage
