I've had a uTracer since they first came out a couple of years ago and have upgraded mine to the "3+" model a while back - Ronald Dekker is a member of a forum I run (neonixie-l) - he is also a Professor at The Delft Technical University and a Professor at Philips Research.
He knows his stuff.. look at the quality of his blog...
The uTracer is a fine piece of kit, easy to build (the SMD stuff is pre-installed). I believe he's now sold over 500 round the world - the documentation is excellent (he writes extremely well), and technical support is first rate - he responds well to emails and is very helpful. There is also a community on diyaudio and audio-talk who have built his stuff as well as a Yahoo!!!! support group. The kits are sold pretty much at cost - it's most certainly NOT his day job
The user interface is a bit clunky by "modern" standards, but it's phenomenally powerful - there's a lot of maths in there - it's very accurate and pretty fast - lots and lots of functionality, including distortion analysis, curve fitting, simultaneous testing of both sides of a dual triode, pretty much any triode, tetrode, pentode etc. dozens of graphing options. All sorts of stuff. There are even tools to generate a Spice model from measured curve data, i.e. Spice models generated that accurately reflect the behavior of a specific, measured, physical, valve on your bench.
If you want an enormously powerful modern tester at a realistic price, then the uTracer is a good option (check the voltages etc. suit whatever you want to test).
Can't recommend it highly enough .
EDIT: Not used the radioelec one, but looking at its spec is a far far simpler and less capable device.
