I metred the rectifier and found it was short-circuited. As soon as I switched my meter to AC, the filament voltage appeared. I am now going to dig out a silicon diode and replace it. Back in a few minutes.

I wasn't aware that the heater supply in that valve tester was DC? AC surely?
