I'd go for your option #4. Get rid of the heat producing mains dropper fit a small isolation transformer, the type used to allow 110 volt equipment to operate on 240 mains. Even better supply the receiver from a full wave rectifier. This what Radio Rentals Baird Television did to adapt the large screen versions of the 640 series dual mono TVs for use in schools. Regulations demanded that the schools TV receiver be fully isolated from the mains supply.
