LM358 will have no trouble running on 9V.
I built a transistor tester in the late 1970s using a metal cased 741 and that runs on 10V regulated on a discrete component LDO regulator that also powers reference circuits.
The poor thing has soldiered on to this day and this thread has reminded me that it is about time I went through it and sorted some of those old resistors it has in it.
It is like a poor mans curve tracer if used with a pencil and graph paper.
