Sorry Mark, but the answer is still no. Carbon Composition Resistors, of any variety, are not allowed as Safety Components in Hazardous Area Equipment simply because they do fail S/C. Metal Film and WW Resistors are allowed simply because they do fail O/C.
High Frequency use and the ability to withstand brief Surges are valid Parameters for choosing them, but Safety isn't.
