Well try a 100 ohm resistor and measure the voltage across the capacitors.
The main one should be about 55 volts. The other one should be about 25 volts.
If the voltage is too low try 47 ohms.
It should not be less than 33 ohms.
You could use lower power resistors but only power it up for a few seconds to get the measurements before the resistor gets too hot.
Do it on full mains and once you have got the correct value buy a full 15W resistor to do the job.
