2N3055s have gone though a lot of changes over the years, from the original Diffused ones with bugger-all Bandwidth to modern Silicon Planars. It's caught a lot of people out on occasion, including me, long ago.
The snag with JEDEC is/was that provided a Device met the Minimum Spec it was deemed OK. Anyway, as far as I know no-one policed it.
It's best to buy ones with a known 'Name' on them if you want to be sure, but I guess even that can be copied
