"need to replace 2 poles and 180m of line" .......... OK, fair enough, with a pole digger/erector, 3 hours for the two poles max. To restring 180m of line and reconnect, 4 or 5 hours. That totals a fair days work doesn't it? Ah, forgot the tea breaks and chat breaks and phone the depot breaks didn't I! The problem with most of these big outfits is that they have such an unwieldy organisation and don't practice joined-up management.
Your suggestion of the tin can and string could work Col - string it along the street to anyone who has a working phone and then get them to dial and hold their end to the phone handset. If the other neighbours catch on, then you can always appoint a local "operator" to man the tin can switchboard.
