What resistance reading are you getting from the output side of the missing resistor in the PSU to the common -ve rail?
Checking for leaking capacitors connected "in circuit" can in some circumstances lead to false trails.
Are you using a digital or analogue meter? Analogue is best for resistance readings if you are checking capacitors for leakage, if you are using an analogue meter to check resistance then normally the +ve probe will have a -ve voltage on it which is supplied from the meters internal battery on the resistance ranges, the -ve probe will normally have a +ve voltage on it.
