I would most strongly recommend that no-one builds from that design. I know Mike Harrison - he's a good engineer - and even he says that its a dangerous design - he's gone to the length of adding all sorts of warnings to the page.
There are many far better and safer designs out there - if you just can't help yourself and must build the above design, use back-to-back transformers (mains:12VAC->12VAC:mains) to fully isolate the design.
