The moss often gets loose if it is dry when it gets hit by heavy rain. If a stored item is in the valley just below the end of the top sheet the moss will not flush away and the puddling will occur. In the photos most of the storage looks like it is on the top sheet. Is there more than two sheets from top to bottom? This is difficult to see in the photos.
If there is a join under the storage it will cause the puddling.
