I would have thought that off the shelf TX's would comply to the regs as most seem to have digital frequency readout, if you are unknowingly transmitting on an out of band frequency then the clue would be no contacts. Modulation in the case of over modulation can be monitored on a scope.
If you are on frequency but unknowingly over modulating then other amatures would probably let you know.
Homebrew is a different thing as you need the knowledge and test gear.
