I've not seen that with LEDs except where they are dimmable and being used with a trailing edge dimmer. Trailing edge dimmers usually have a slow start over a second or two. Traditional leading edge dimmers work badly with LEDs.
I have a few LEDs (fixed fittings with what I think are fairly clever drive electronics) that have a perceptible delay before starting.
