So, I had a little time to play... My sig gen is a Siglent SDG2120X, which offers two channels, internal, external and cross channe modulation. 8 million 16-bit datat point for arbitrary waveform generation etc. etc. For my tests today I hooked the output up to a homemade near-field probe which I located close to the coax entry to the IF board. I was able to confirm that sound IF works, albeit way out of alignment it seems. Vision IF also works, with decent line sync lock. I haven't fully tested frame sync lock yet. Something happens, but I need to do more work. Certainly there's a lot of 50 Hz noise on the speaker when testing it.
My calculations suggest that I should be able to use the Siglent Arb generator as a pattern generator. I just need to figure out exactly what a complete 405 line frame should look like...
Oh! And the the line hold control needs to be turned up nearly to maximum to achieve line lock, so I probably need to track down more resistors that have drifted high.

My name is Steve, but I answer to most things like "Oi, you!".
