The snag with the Pi5 is that it has no modulator. But maybe you can feed it into your signal generator(s). Most will only do audio BW with modulation, but even if the signal gen only has 20 kHz mod bandwidth, that's enough for line & frame lock testing and 1/2 width black & white bars any height.
