I ought to say that I scrapped the rough CY420 in the end. It had clearly suffered from at least 12V applied to the main 5V rail and blown many chips. Even the ones that have survived would always be suspect. Impossible to say if the main 5V regulator had failed short circuit or somebody's probe had slipped.
