The Pi 5 operating systems can be found here.

The one that is needed is the one that was released 2023/12/06

Open the folder raspios_armhf-2023-12-06/
Download and save 2023-12-05-raspios-bookworm-armhf.img.xz

Use Raspberry Pi Imager to mount it onto the SD card by
Selecting "Raspberry Pi 5" in the first box and "Use custom" in the second box. Then select the file you have downloaded.
Then select the SD card to mount it on in the third box.
