"Pre-war" means different dates in the USA compared to the UK. For the UK, war started on 3rd September 1939, in the USA it was 7th December 1941. More than two years later. This was a time of very rapid development of TV. Regular TV broadcasting started later in the USA than in the UK. The UK TV service closed down on 1st September 1939. I don't know if and when the US service closed.
