Odd antenna seen in Devon

While on holiday in north Devon I saw this antenna. It's just about visible in streetview: https://maps.app.goo.gl/mbUaTF83Fy1Jy3Qv7 Approx 50°57'20.4"N 4°32'07.2"W

It looks very tatty, unlikely to still be used. Any ideas what it might have been used for?

Looks like a phased array, Sterba comes to mind.
