Like many Rigol instruments apparently it's possible to hack this one to go up to a higher frequency, possibly 60MHz.

I reckon you could program a TV test signal into one of these. Don't think you could input analogue video and get a modualted signal.
Incidentally the Rigol scopes offer excellent value for money. I have a DS1054Z which does all sorts of things my lovely old Tek 2465B can't. But the Tek still wins hands down for many purposes.
