Looks like it's a bonded faceplate problem after all. It certainly looks like damp between the faceplate and bonded shield.

There's a lot online about dealing with cataracts on bonded CRTs. Some of the photos I've seen are hair raising. A friend sent me this in 2006. He's still alive.

Well, I'm not going to risk an accident and try and repair my tube. In fact I'll probably never switch it on again for a long time.
I'm satisfied it is working as well as it can do, shame its not better but hey, I have a few other TVs.
I'd quite like a dual standary hybrid TV, I used to work on those for a while back around 1980.
Bush 823 were my favorite though, fully tansistorised.
